Minutes for SB514 - Committee on Ways and Means

Short Title

Making and concerning certain supplemental appropriations for fiscal years 2024 and 2025 and appropriations for fiscal years 2025 and 2026 for various state agencies.

Chairperson Billinger continued final action on SB 514.

Senator Pittman distributed a proviso and discussed the proposed changes concerning the Department of Corrections.  (Attachment 1)

Senator Pittman also distributed a document displaying information concerning the Lansing Correctional Facility.  (Attachment 2)

Senator Pittman moved, Senator Claeys seconded, adoption of the proviso. Motion carried.

Senator Masterson moved, Senator Claeys seconded, to clarify that the motion made yesterday concerning the University of Kansas and Wichita State University is to be the Senate position. Motion carried.

Senator Claeys distributed a proviso and discussed the proposed changes concerning the maternal fetal medicine program.  (Attachment 3)

Senator Claeys moved, Senator Pettey seconded, adoption of the proviso. Motion carried.

Senator Claeys distributed a proviso and discussed the proposed changes concerning the Kansas Sports Hall of Fame.  (Attachment 4)

Senator Claeys moved, Senator Pettey seconded, adoption of the proviso, as amended to break the funding into two years for FY 2025 and FY 2026 and require a progress report to the Senate Committee on Ways and Means and the House Committee on Appropriations by the end of January 2025. Motion carried.

Senator Claeys distributed a proviso and discussed the proposed changes concerning the pregnancy compassion awareness program.  (Attachment 5)

Senator Claeys moved, Senator Fagg seconded, adoption of the proviso. Motion carried.

Senator Claeys moved, Senator Fagg seconded, to clarify that his prior motion on the addition to Special Education funding included FY 2025 and FY 2026; and, in addition, approval of $5 million for the matching grant for the Dane G. Hansen Foundation. Motion carried.

Senator Claeys moved, Senator Masterson seconded, that all adopted committee amendments be included, to recommend SB 514 as a substitute bill, and that staff be authorized make any technical amendments, and that Substitute for SB 514 be passed. Motion carried by a role call vote.

Chairperson Billinger adjourned the meeting at 11:12 am. The next meeting will be March 12, 2024.
