Senator McGinn distributed a proviso and discussed the proposed changes concerning identification of the hospitals to receive a portion of the $10 million for adult inpatient health services. (Attachment 2)
Senator McGinn moved, Senator Claeys seconded, adoption of the proviso. Motion carried.
Senator Fagg distributed a proviso and discussed the proposed changes concerning a horse racing facility remodel. (Attachment 3)
Senator Fagg moved, Senator Claeys seconded, adoption of the proviso. Motion carried.
Senator Claeys distributed a proviso and discussed the proposed changes concerning a Kansas State University central immersive training hub. (Attachment 4)
Senator Claeys moved, Senator Masterson seconded, adoption of the proviso. Motion carried.
Senator Claeys moved, Senator Masterson seconded, to add $78.7 million all funds, including $30 million SGF, in FY 2025 and $157.4 million all funds, including $60.0 million SGF, in FY 2026 to the Kansas Department of Health and Environment budget to increase medicaid rates for hospital outpatient codes. Motion carried.
Senator Claeys distributed a balloon amendment and discussed the proposed changes concerning the Kansas Highway Patrol central dispatch location. (Attachment 5)

Senator Fagg moved, Senator Claeys seconded, to add $1 million from the State Water Plan Fund to the Water Project Grants Fund Transfer in FY 2024. Motion carried.
Senator Claeys distributed a proviso and discussed the proposed changes concerning the Kansas air service development incentive program as amended to read that the funds come from the State Highway Fund versus the State General Fund. (Attachment 7)
Senator Claeys moved, Senator Fagg seconded, adoption of the proviso, as amended. Motion carried.
Senator Masterson moved, Senator Claeys seconded, to insert the contents of SB 382 into SB 514. Motion carried.
Senator Claeys distributed a proviso and discussed the proposed changes concerning a southwest border mission. (Attachment 8)
