Minutes for SB532 - Committee on Education

Short Title

Establishing a blueprint for literacy to create a literacy advisory committee, appoint a director of literacy education, require the state board of regents and the state board of education to collaborate on a literacy micro-credential and professional development, authorize the state board of regents to recommend diagnostic and formative literacy assessments, authorize university presidents and deans of education oversight over postsecondary literacy courses and require a plan to establish centers of excellence in reading.

Chair Baumgardner opened the joint informational briefing with the House Education Committee.

Tamera Lawrence, Senior Assistant Revisor, gave an overview of SB532. Each Section was explained, followed by questions which were answered by the Chair, Revisor, and Cynthia Lane, member of Kansas Board of Regents who has researched for two years the Science of Reading and Literacy. (Attachment 1)

Dr. Cynthia Lane spoke in support of this bill. No Testimony submitted.

Ann Mau, a Kansas State Board of Education member, provided current reading achievement scores of fourth graders.

Dr. Frank Harwood, Deputy Commissioner of Fiscal and Administrative Affairs, Kansas State Department of Education, submitted to the committee an overview of Special Education Aid and a printout that supplies information on each district, interlocal, and cooperative special education. (Attachment 2) (Attachment 3) The same documents were submitted to the committee at the February 28 meeting.

The Chair closed the briefing.

The meeting was adjourned at 2:34 PM.

The next meeting of the Senate Education Committee will be Tuesday, March 5, 2024 at 1:30 PM in Room 144-S.
