Increasing the capacity limitation for the total amount of facilities subject to net metering that may operate within the service territory of investor-owned electric utilities, requiring facilities to be appropriately sized based on the customer's average load and establishing requirements for exporting power to a utility from a facility subject to net metering.

Nick Myers gave a bill brief.
Senator Bowers requested the following language be added to the minutes. "This committee recognizes that HB 2588's provisions only apply to investor-owned utilities (IOUs) and are not intended to mandate standards, provisions, or definitions for non-IOU electric providers."
Senator Francisco offered two amendments.(Attachment 1)
Senator Francisco made a motion to accept the first amendment as presented, seconded by Senator Thompson. The motion carried.
The chair suspended working the bill until a later date.
