Minutes for HB2739 - Committee on Financial Institutions and Pensions

Short Title

Enacting the countries of concern divestment and procurement protection act, requiring state-managed funds to divest from investments with countries of concern with exceptions, prohibiting investments, deposits or contracts with any bank or company domiciled or with a principal place of business in a country of concern, indemnifying state-managed funds with respect to actions taken in compliance with such act and providing an expiration date for such act.

Chair Hoheisel opened the hearing on HB 2739 and recognized David Wiese, Senior Revisor of Statutes who provided an overview on HB 2739. (Attachment2) A question and answer period followed.

 

Proponents - Chair Hoheisel recognized the following individuals who spoke in support of HB 2739:  Michael Lucci, State Armor Action, (Attachment3). and Brian J. Cavanaugh, American Global Strategies, (Attachment4)  A question and answer period followed.

Neutral-Written Only - Chair Hoheisel announced that Eric Stafford, Vice President of Government Affairs, Kansas Chamber, (Attachment5), and Scott Heidner, Executive Director, American, (Attachment6); provided neutral written only testimony on HB 2739.

Opponents - Chair Hoheisel recognized Alan Conroy, Executive Director, KPERS, who provided testimony in opposition to HB 2739(Attachment7)   A question and answer period followed.

Chair Hoheisel closed the hearing on HB 2739.

 

The next House Financial Institutions and Pensions Committee is scheduled to meet on Wednesday, March 6, 2024.
