Chris Waggoner provided the committee with a briefing of the bill. (Attachment 1)
Shawn Steward, on behalf of Travis Lowe, gave testimony before the committee in support of the bill giving a definition of "disabled vehicles" and the need to address the current Kansas "move over" laws. This is supported in the legislation of SB142. (Attachment 2)
Captain Candace Breshears, on behalf of Colonel Erik Smith, provided testimony in support of the bill, addressing the need for the current Kansas laws to address circumstances where a disabled vehicle is put in an unsafe situation. (Attachment3)
Joel Skelley gave testimony, supporting SB142, stating statistics of vehicles that were struck on the side of the road between 2018 -2022. He explained how this proposed legislation would enhance current "move over" laws to make it easier for passenger vehicles as now drivers would be required to move over or slow down if the disabled vehicle on the side of the road is displaying flashing lights or caution signals. (Attachment 4)
