Short Title

Prohibiting gender transition surgery on minors, authorizing professional discipline against a physician who performs such surgeries and adopting a standard of care for gender transition care services.

Jenna Moyer, Revisor of Statutes, provided an overview of HB2792.

Ms. Moyer responded to questions from the committee.

Charles McKenzie, Senior Pastor, Grace United Methodist Church, provided testimony in opposition to HB2792 (Attachment 33). The bill denies gender affirming care for children which could be lifesaving. Mr. McKenzie provided a personal story. There is no reason for this legislature to force ill-formed opinions on medical professionals and parents in this state.

Amanda Mogoi, Private Citizen, provided testimony in opposition to HB2792 (Attachment 34). Ms. Mogoi is trained and certified through the World Professional Association For Transgender Health (WPATH). She is one of 188 WPATH certified providers in the United States. Affirming chosen gender is consistently linked to lower rates of suicide attempts. Research shows that greater than 97% of youth who come out of transgender during adolescence will seek medical care and go on to live in their affirmed gender for the remainder of their lives.

Kristen, Satterwhite, Private Citizen, provided testimony in opposition to HB2792 (Attachment 35). Ms. Satterwhite provided a personal history of her 15 year old transgender son.

Adam Kellogg, Private Citizen, provided testimony in opposition to HB2792 (Attachment 36). Mr. Kellogg provided his personal transgender story. With his transgender dysphoria alleviated, he was able to complete a bachelor's degree in two years, graduating at 19.

Iridescent Sylva Riffel, Co-Chair, Equality Kansas Douglas County Chapter, provided testimony in opposition to HB2792 (Attachment 37). Ms. Riffel noted that she has lost a trans friend this year to violence due to her identity. Ms. Riffel provided her personal story.

Elise Flatland, Private Citizen, provided testimony in opposition to HB2792 (Attachment 38). Ms. Flatland provided personal stories of two of her children that are currently receiving gender affirming care.

Mikela Bonner, Private Citizen, provided testimony in opposition to HB2792 (Attachment 39). The scientific consensus is overwhelmingly in support of gender affirming care. The medical community has developed what are referred to "Gold Standards" of care that are generally considered interchangeable with the phrase "Standards of Care". Ms. Bonner's team is guided by the eighth edition of the World Professional Association for Transgender Health.

Shannon Berquist, Private Citizen, provided testimony in opposition to HB2792 (Attachment 40). Ms. Berquist wanted to address the hysteria that has gripped the nation when people talk about transgender children. The personal story of her son and his transitioning was provided.
