Chairman Petersen called the meeting to order at 8:33 a.m. and opened the hearing on SB462.
Adam Siebers, Assistant Revisor, Office of the Revisor of Statutes, briefed the Committee on the bill (Attachment 1). He said the bill authorizes the Director of Vehicles to waive the skills test requirements for a commercial driver's license (CDL) for applicants that qualify for a knowledge test waiver under the military exchange even program. He explained that if an applicant for a CDL provides evidence of military commercial vehicle driving experience, the skills test is waived.
Kent Selk, Driver Services Senior Manager, Division of Vehicles, Kansas Department of Revenue, testified in support of the bill (Attachment 2). He commented that the bill would allow qualified military drivers to waive the knowledge test when obtaining a CDL and, combined with the current statutorily authorized skills test waiver, would allow a qualified driver to exchange a military license for a CDL. He noted that the bill would help increase the pool of qualified CDL holders.
A member commented that the bill is a welcome addition to address workforce shortages.
