Vice Chairperson Estes opened the hearing on HB2732.

Jason Long gave an overview on the bill and then stood for questions. (Attachment1)

Representative Rhiley presented testimony on HB2732. There is no mandate and the school boards can employ or use volunteers as chaplains. They would not replace counselors or mental health professionals in the schools, but rather be extra support and help make schools safer.(Attachment2)

Rabbi Moti Rieber was an opponent of the bill. His concern is that there are very few guidelines for the volunteers. The bill does not mandate a background check nor does it state that parental consent is required. 60 school districts have said no to the proposed volunteers and none have said yes at this time. (Attachment3)
