Revisor Jason Long gave a brief overview of the bill. (Attachment 1). He explained that the bill would prohibit homeowners' associations from restricting the installation of solar energy devices on homes.
Mark Horst, King Solar, Inc. testified as a proponent for the bill. (Attachment 2). He explained that the bill would enable all Kansans to harness the abundant solar resource that is shining on their property every day.
Alan Bauman, testified as a proponent to the bill. (Attachment 3). He stated that current restrictions are an intrusion into his financial choices and decisions.
Malcom Proudfit, Good Energy Solutions, testified as a proponent for the bill. (Attachment 4). He explained that dozens of his customers have been denied the privilege of installing solar on their homes due to Home Owner Association restrictions or they've had to incur extra burdensome costs if they were allowed to go solar.
Zack Pistora, Kansas Sierra Club testified as a proponent for the bill. (Attachment 5). He explained that the Kansas Sierra Club supports the rights of homeowners to be able to install solar panels and believes Home Owners Associations should not disallow communities to have solar access.
Jeff Terhune, testified as a proponent for the bill. (Attachment 6), (Attachment 7). He explained that the bill would provide freedom from unnecessary, unreasonable Home Owners Association restrictions thereby granting the opportunity to benefit from the positive use of alternate and money-saving options with solar energy.
