Eliminating the element of concealment from the crime of breach of privacy related to installing or using a device to photograph or record another identifiable person under or through the clothing being worn by that other person or another identifiable person who is nude or in a state of undress.

Jenna Moyer, Revisors Office, provided an overview of the bill and stood for questions.(Attachment 4)
Tim Liesman,Wabunsee County Attorney, testified in support of the bill. He stated in a world of drone surveillance and short-term rentals, voyeurism will take on new tones and our statute addressing it should adapt. (Attachment 5)
Jan Jarman, City of Wichita, provided testimony in support of the bill. She stated a simple change of removing the word 'concealed' will protect citizens. (Attachment 6)
Aaron Moses, Lieutenant, Wichita Police Department, provided testimony in strong support of the proposed changes to the bill. There have been multiple cases where victims are unable to hold suspects accountable due the the current language. (Attachment 7)
