Defining benefit year, temporary unemployment and other terms in the employment security law, requiring electronic filing for certain employers, establishing qualifications for employment security board of review candidates, extending the deadline for new accounts following business acquisitions, making certain changes to the employer rate schedules, enabling employers to report claimant work search issues, confirming legislative coordinating council oversight for the new unemployment insurance information technology system implementation, authorizing the secretary to grant temporary unemployment, requiring the secretary to annually publish certain data and abolishing the employment security interest assessment fund.

Chairman Tarwater called for approval of minutes from January 16, 2024, January 17, 2024, January 18, 2024, January 22, 2024 and February 7, 2024,
Representative Will Carpenter moved to approve the minutes, seconded by Representative Sutton. Motion passes.
Charles Reimer, Revisor provided an overview on HB2570 and stood for questions.
Chairman Tarwater informed the committee that he has two amendments.
Discussion ensued.
The first amendment was a technical amendment for a change, having to do with liabilities,and the state general fund and the state trust fund. (Attachment 1)
Chairman Tarwater made a motion to accept the amendment, seconded by Representative Borjon. The motion passed.
The second amendment is to include bus drivers in the work force trust fund. (Attachment 2)
Chairman Tarwater made a motion to accept the amendment. Representative Clayton seconded the motion. The motion passed.
Representative Clayton proposed an amendment regarding technical changes to the Security Review Board.
Representative Clayton made a motion to accept the amendment., Representative Probst seconded the motion. The motion failed.
Representative Probst proposed an amendment regarding the ghosting provision of HB2570. The amendment seeks to remove the provision. (Attachment 3)
Representative Probst made a motion to accept the amendment. Representative Clayton seconded the motion. The motion failed to pass.
Representative Probst proposed an amendment regarding unemployment benefits. (Attachment 4)
Representative Probst made a motion to accept the amendment. Representative Xu seconded the motion. The motion failed
Representative Probst proposed an amendment regarding employer identification numbers and expand employer reporting.(Attachment 5)
Representative Probst made a motion to accept the amendment. Representative Penn seconded the motion. The motion passed.
Representative Borjon motioned to pass HB2570 favorably as amended. Representative Penn seconded the motion. The motion passed.
