The Chair opened the hearing on HB2714, an Act concerning insurance, reducing the number of board members appointed by the commissioner on certain insurance-related governing boards and the frequency of meetings of the committee on surety bonds and insurance, amending certain sections of statute and appealing others.
Assistant Revisor Ma gave a detailed overview of the bill and stood for questions. (Attachment 1)
Proponent testimony was provided by Kyle Stratham, Public Affairs Manager, Kansas Insurance Department. This bill would reduce the size of four boards that the Commissioner appoints the members without diminishing or weakening any particular category of representation. Additionally, this bill would add language, in line with industry standards, that would allow the Commissioner the ability to remove those appointed board members for inefficiency, neglect of duty, or malfeasance. Mr. Stratham stood for questions. (Attachment 2)
