The Chair opened the hearing on HB2741.  Natalie Scott provided an overview of the bill.  (Attachment 5)

Megan Milner, Kansas Department of Corrections (KDOC) testified in support of the bill.  Ms. Milner said this work started from the Criminal Justice Reform Commission which is a multi-branch, multi-disciplinary group.  She said the KDOC is in support of this bill but would like to propose two amendments which are included in her written testimony and that they will work with the revisor's office on that.  (Attachment 6)

Randy Regehr, Reno Community Corrections testified in support of the bill.  Mr. Regehr talked about the three goals this bill strives to meet: provide standard conditions for all people on court services, align supervision conditions with best practices in their field, and reduce the number of standard conditions.  (Attachment 7)

Written only proponent testimony was submitted by Shelly Williams, Director, Riley County Community Corrections.  (Attachment 8)

Spence Koehn, Office of Judicial Specialist testified as neutral on the bill.  Mr. Koehn shared some background information on how these conditions of probation were developed.  He said the Office of Judicial Administration does not take a position on the policy implication and that is why they are testifying as neutral on this bill.  He said they would ask for one change that is outlined in his written testimony.  (Attachment 9)
