Allowing juvenile offenders in the custody of the secretary of corrections to leave the juvenile correctional facility for certain programming and educational opportunities when approved by the secretary.

The Chair opened the hearing on HB2698. Natalie Scott provided an overview of the bill. (Attachment 1)
Megan Milner, Kansas Department of Corrections (KDOC) testified in support of the bill. Ms. Milner said they have adjusted programming and education to reflect the needs of the population at the Kansas Juvenile Correctional Complex (KJCC) and she shared the resulting improvements. This bill would allow them to to take one more step in providing employment skills and experience to the residents at KJCC. This would help give the youth the opportunities necessary to make meaningful changes when they return to their communities. (Attachment 2)
