Short Title

Creating the Arkansas city area public library district act and the Udall area public library district act, requiring an election for the creation of such district and authorizing unified school districts No. 470 and 463 to levy a tax on behalf of such library district.

Chair McGinn opened the floor to continue the hearing on the bill which began on February 1st.

Mike Taylor (Attachment 1) spoke as a proponent of the bill. He explained that the bill would give these two libraries permission to hold an election to determine how their citizens would like to fund their library and services in the future through the creation of a new taxing district.

He and previous speakers, Mendy Pfannenstiel and Monica Rupp of Arkansas City and Udall Public Libraries respectively, answered questions from the committee.

Ray Walling, State Librarian, who had previously submitted written-only neutral testimony at the hearing on February 1st regarding the bill, was asked to speak before the committee. He stated that there is concern that these two libraries expanding their districts would come at a cost to the whole South Central Kansas Library System.

Seeing there were no other speakers regarding the bill, Chair McGinn closed the hearing on HB 2176.
