Short Title

Creating a traffic infraction for leaving a child eight years of age or younger unattended in a motor vehicle and providing penalties for violations therefor and requiring the division of vehicles to disseminate information related to the danger of leaving children unattended in vehicles in driver's education materials.

Chris Waggoner, Assistant Revisor, Office of Revisor of Statutes, provided the committee with a briefing of the bill. (Attachment 1) 

Amber Rollins, director, Kids and Car Safety, presented testimony of  HB2680, exhibiting national and statewide data of the tragedies that have occurred recently and over the past ten years regarding children who have been left alone in motor vehicles. (Attachment2) 

Deona Bien, assistant chief nursing officer at the Women and Children's Regional Medical Center, Overland Park ,Kansas, gave personal testimony of her daughter who died in 2004 as a result of being left alone unattended by the babysitter in a vehicle.(Attachment 3)

Phyllis Larimore, legislative liaison for Safe Kids Kansas, gave presentation of the importance of educating the public and raising awareness of the dangers and tragedies that not only children face, but elderly immobilized adults  face as well, due to the hazards of being alone in a vehicle.(Attachment4)
