Minutes for HB2487 - Committee on Corrections and Juvenile Justice

Providing immunity from prosecution for certain drug crimes when persons seek or provide medical assistance related to the use of a controlled substance.

HB2487 was passed on January 31, 2024.  It was referred back to this committee for further amendments.  The Chair called for final action on HB2487.  Natalie Scott provided a review of the bill.  

Representative Carl Maughan proposed an amendment that would limit the types of paraphernalia that would be included in the immunity.  (Attachment 22)

Representative Maughan moved, Representative Turk seconded, to adopt the amendment.  The motion carried.  Representatives Carmichael, Schlingensiepen, and Martinez requested their "aye" votes be recorded.

Representative Kenny Titus proposed an amendment that would remove the additions put in the bill by this committee regarding immunity for those serving on probation, parole, or conditional release or post release supervision.  (Attachment 23)

Representative Titus moved, Representative Eric Smith seconded, to adopt the amendment.  The motion carried.  Representatives Carmichael and Schlingensiepen requested their "aye" votes be recorded.

Representative Schlingensiepen moved, seconded by Representative Turk, to recommend HB2487 as amended, favorably for passage.  The motion carried.  Representatives Carmichael and Schlingensiepen requested their "aye" votes be recorded.
