Defining benefit year, temporary unemployment and other terms in the employment security law, requiring electronic filing for certain employers, establishing qualifications for employment security board of review candidates, extending the deadline for new accounts following business acquisitions, making certain changes to the employer rate schedules, enabling employers to report claimant work search issues, confirming legislative coordinating council oversight for the new unemployment insurance information technology system implementation, authorizing the secretary to grant temporary unemployment, requiring the secretary to annually publish certain data and abolishing the employment security interest assessment fund.

Chairman Tarwater called the meeting to order.

The Chairman opened the meeting on HB2570.

Via WebEx, Phil Hayes, The Arnold Group, discussed the changes to HB2570 in the balloon amendment. (Attachment 1)

Discussion ensued.

The conferee stood for questions

Chairman Tarwater asked Secretary Amber Shultz if she would like to speak on the amendment.

Secretary Amber Shultz spoke about the Kansas Department of Labors position on the balloon amendment.

Representative Borjon moved, seconded by Representative Blew  to pass the amendment. Motion passes.

Charles Reimer requested he be given some discretion as a result of the balloon amendment that has not been through proofing.

Discussion ensued.

Representative Borjon closed on the amendment. The motion passes.

Chairman Tarwater recessed the discussion and action on HB2570 to Wednesday, February 14, 2024.

The Chairman adjourned the meeting.

The next scheduled meeting will be Monday, February 13, 2024
