Minutes for SB410 - Committee on Transportation

The Chair opened the hearing on SB410.

Adam Siebers, Assistant Revisor, briefed the Committee on the bill (Attachment 1).  He said the bill designates a portion of U.S. Highway 69 in Bourbon and Crawford Counties as the Ken W Brock Memorial Highway.  Highway signs will be placed when sufficient gifts and donations are received to cover the costs of those signs.

Steve Sloan, President, Midwest Minerals, spoke in support of the bill (Attachment 2).  He traced Mr. Brock's community involvement and the honors he received as an active citizen, and he noted Mr. Brock's tireless and diplomatic efforts to see a four-lane highway from Kansas City to Interstate 44.  Mr. Sloan stated that the development of the highway 69 corridor would not have taken place without Mr. Brock's leadership.  Mr. Sloan also referenced a Pittsburg newspaper praising Mr. Brock (Attachment 3).

Kevin Mitchelson, Chairman, U.S. Highway 69 Association, testified as a proponent for the bill (Attachment 4).  He noted that Ken Brock's persistent advocacy on behalf of a four-lane highway south from Johnson County extended over many years as he worked with Kansas governors and KDOT to bring about his vision of a safe highway along the eastern Kansas border.  Two members recalled with pleasure their interactions with Mr. Brock.

The Chair referenced the following individuals who submitted written-only proponent testimony:

  • The Honorable Jerry Moran, Senator, United States Senate (Attachment 5);
  • The Honorable Jake LaTurner, Congressman, United States House of Representative (Attachment 6);
  • Daron Hall, City Manager, Pittsburg (Attachment 7); and
  • Blake Benson, President, Pittsburg Area Chamber of Commerce (Attachment 8).
