Short Title
Making and concerning appropriations for fiscal years 2024, 2025, 2026, 2027 and 2028 for state agencies, increasing expenditure limitations, authorizing certain transfers, funding of the fiscal year 2024 salary increase for certain state employees, transferring funds from the legislature employment security fund of the legislative coordinating council to the university of Kansas and Wichita state university health collaboration fund of the university of Kansas, to the Wichita state university and university of Kansas health collaboration fund of Wichita state university and to the state general fund and authorizing certain expenditures from the build Kansas matching grant fund.

Chairperson Billinger opened the hearing on SB 382. Dylan Dear, Legislative Research Department, provided an overview of the bill. (Attachment 6)
Adam Proffitt, Director, Division of the Budget, testified as a proponent of the bill and stands in full support of it. Sections 23 through 27 are problematic with redefining the process that is in place but it will not keep them from supporting the bill. (Attachment 7)
There being no further conferees, Chairperson Billinger closed the hearing on SB 382.
Chairperson Billinger adjourned the meeting at 11:20am. The next meeting will be February 9, 2024.
