Minutes for HB2661 - Committee on Local Government

Short Title

Requiring vacancies in county commissioner districts created by an increase in the number of commissioner districts be filled at the next general election and providing for staggered terms for such newly elected county commissioners.

Revisor Jason Long, briefed the committee on the bill. He explained the bill amends a handful of statutes regarding vacancies and the positions on boards of county commissioners.(Attachment 7) .

Representative Titus, 51st District testified as a proponent (Attachment 8). He explained that in the fall of 2022, they had a county wide election and voted to expand from three to five commissioners and there was a lot of confusion on how to move forward.

Douglas A. Kern, Pottawatomie County Planning and Zoning Commission testified as a proponent (Attachment 9), (Attachment 10). He explained that in November of 2023 there was no way to have an election that didn't violate the law.

The following person provided written only testimony as a proponent to the bill.

Chairman Bergquist asked in anyone in the audience wanted to speak to the bill.  Dee McKee, Pottawatomie County Commissioner spoke in support of the bill. She explained this bill took took out complications and removed questions of plurality.

Chairman Bergquist closed the hearing on HB2661.
