Staff briefed the Committee on the contents of the bill and stood for questions. (Attachment 4)
the Chairman called on the first proponent, Mike Kelly. (Attachment 5) According to Mr. Kelly, this bill will conform the Kansas definition "veteran" and "service-connected" to the federal definitions thereby removing a possible source of future expensive litigation. He said this bill will codify the proper documents needed to establish a veteran's identity. He stood for questions.
The next proponent was Representative Mike Thompson.(Attachment 6) He said this is a companion bill to HB2624 which establishes that federal disability determinations are final for the state of Kansas. Further that no Kansas official shall request or demand any other document to establish eligibility for any benefit derived from service-connected disability except basic identification documents. He stood for questions.
The Chairman asked if there were any other proponents, opponents or neutrals. There were none so he closed the hearing on HB2625.
ANNOUNCEMENTS
The next meeting will be Thursday, February 8, 2024. There will be a hearing on HB2623 and final action on HB2624 and HB2625.
