Minutes for HB2601 - Committee on Corrections and Juvenile Justice

Short Title

Requiring certain persons on a third or subsequent conviction of driving under the influence to participate in a multidisciplinary model of services for substance use disorders.

The Chair opened the hearing on HB2601.  Natalie Scott reviewed the bill.  (Attachment 6)

Kevin Waring, Legislative Chair testified in support of the bill on behalf of the Kansas Association of Court Services Officers (KACSO).  Mr. Waring said the KACSO is supportive of the legislation contained within this bill.  They would also request additional consideration of three issues that are included in his written testimony.  (Attachment 7)

Steve Denny, Public Policy Chair, Kansas Association of Addiction Professionals testified in support of the bill.  Mr. Denny said behavioral health is essential to the health and wellness of our communities and the program and services supported by this bill will help keep our communities safer in addition to reducing the burden on the legal system.  (Attachment 8)

Stuart Little testified in support of the bill on behalf of Behavioral Health Association of Kansas.  He said this corrects an oversight or omission from the latest revision to the driving under the influence statue.  After criminal sanctions, the supervision and services available for offenders are critical to both treatment and recovery.  (Attachment 9)

Leigh Keck, Director of Governmental Affairs, Kansas Department for Aging & Disability services provided information to help with the question of how the treatment for services is funded.  Ms. Keck said her office staff is working on a write up on this topic for the committee and will provide more detailed information before February 6, 2024.
