Chairperson Humphries open the hear on HB2604. Natalie Scott provided an explanation of the bill. She stood for questions (Attachment 5)
Proponent
Representative Fred Gardner, DVM had introduced this bill to raise the limit from $4000 to $10,000 for the maximum amount of a claim in small claims court. The maximum has not been adjusted since the 1970’s. He stated that he has used this remedy many times and it has proven to be a very useful tool. This bill brings Kansas law in step with national averages and neighboring states. There were no questions for Representative Gardner. (Attachment 6)
Ron Sigg said the national average is about $8500 from the research he has done. He is in the car business and they do their own financing. Going to District court can take up to a year whereas Small claims court is quick and easy and is one of the best ways they have of recovering any losses. Mr. Sigg stood for questions. (Attachment 7)
