Jenna Moyer, Revisor of Statutes, provided an overview of HB2547.
Alexandra Blasi, Executive Secretary, Kansas Board of Pharmacy, provided testimony in support of HB2547 (Attachment 1). The bill will amend and update the opportunity for pharmacists to distribute, schools to maintain, and school nurses to administer emergency epinephrine and albuteral at schools and school events. While some provisions are already allowed by statute, the Board has encountered obstacles in adopting regulations consistent with current law. Current law creates liability waivers for all involved parties except pharmacists, which has served as a barrier for pharmacists to participate. The Board strongly supports the amendments being suggested and appreciates the opportunity to work with the Kansas School Nurses Association. Several key points were provided to the committee.

Kimber Kasitz, Board Member, Kansas School Nurses Association, provided testimony in support of HB2547 (Attachment 2). Ms. Kasitz provided the committee with a brief history of providing epinephrine kits to schools. Original statutes required schools to have both a consulting pharmacist and a physician authority. Having the kits available can have a lifesaving effect while filling the gap from the time of the emergency to the arrival of emergency services. Information was provided regarding states that have implemented epinephrine and albuterol stocking laws.
