The Chair opened the hearing on HB2490.  Natalie Scott provided an overview of the bill.  (Attachment 32)

Jillian Block, Analyst, Kansas Legislative Research provided a review of the Report of the J. Russell (Russ) Jennings Joint Committee on Corrections and Juvenile Justice Oversight to the 2024 Kansas Legislature.  (Attachment 33)

Written only proponent testimony was submitted by Kevin Waring, Legislative Chair, Kansas Association of Court Services Officers.  (Attachment 34)

Mike Fonkert, Deputy Director, Kansas Appleseed Center for Law and Justice provided neutral testimony.  He said this bill would limit extensions of youth cases to 90 days per extension and they appreciate the spirit of this bill.  However, they disagree that 90 days per extension is the most appropriate and reasonable length of the extension.  (Attachment 35)

Nicholas Reinecker, private citizen testified as an opponent to the bill.  He said he is against extending case length limits and shared why he is against them.  (Attachment 36)

The Chair closed the hearing on HB2490.  The meeting was adjourned at 3:15 PM.
