The Chairman called for a continuation of discussion and action on HB2086.
Jason Long, Office of Revisor of Statutes, passed out a balloon amendment regarding permanent advance voting list status, and explained the changes. (Attachment 1)
Senator Kloos moved, seconded by Senator Blasi, to adopt the proposed amendment. Motion carries.
Senator Blasi proposed a balloon amendment regarding appointment of election commissioners, and explained the changes. (Attachment 2)
Senator Blasi moved, seconded by Senator Ryckman, to adopt the proposed amendment. Motion carries.
Senator Blasi proposed a conceptual amendment regarding residency requirements for an election commissioner. Senator Blasi moved, seconded by Senator Faust-Gaudeau, to adopt the proposed conceptual amendment. Motion carries.
Senator Straub asked for clarification of section 1 regarding division of authority. Discussion ensued. Senator Straub proposed a conceptual amendment to strike section 1(a). Senator Straub moved, seconded by Senator Blasi, to adopt the proposed conceptual amendment. Motion carries.
Senator Straub proposed a conceptual amendment to language on page 3, section 6, line 21, striking the word "state" and replacing it with the word "county". Senator Straub moved, seconded by Senator Blasi, to adopt the proposed amendment. Motion failed.
The Chairman called for a motion on the bill.
Senator Longbine moved, seconded by Senator Ryckman, to recommend HB2086, as amended, favorably for passage. Division called. Motion carries. Senator Straub asked that her "no" vote be recorded.
The Chairman adjourned the meeting at 8:55 am.
