Amending statutes concerning election procedures and election officials.

The Chairman called for discussion and action on HB2086.

Jason Long gave an overview of the bill. HB2086 would amend various election statutes regarding the powers and duties of election officials, the publication of notices, the qualifications of elected officers, unlawful acts relating to electronic, electromechanical and optical scanning systems, the canvassing and auditing of ballots, resolves statutory conflicts, and removes outdated provisions.

The Chairman noted there were a number of amendments to be considered. 

Jason Long passed out a balloon amendment regarding removing certain repealers, and explained the changes.  (Attachment 6)

Senator Longbine moved, seconded by Senator Petersen, to adopt the proposed amendment.  Motion carries.

Jason Long passed out a balloon amendment regarding polling place control, and explained the changes. (Attachment 7)  Senator Blasi moved, seconded by Senator Longbine, to adopt the proposed amendment.  Motion carries.

Jason Long passed out a balloon amendment regarding poll agents, and explained the changes. (Attachment 8)  Senator Blasi moved, seconded by Senator Straub, to adopt the proposed amendment.  Motion carries.

Jason Long passed out a balloon amendment regarding hard drives and backups, and explained the changes. (Attachment 9)  Senator Longbine moved, seconded by Senator Straub, to adopt the proposed amendment.  Motion carries.

Jason Long passed out a balloon amendment regarding HAVA (Help America Vote Act) complaint dismissals, and explained the changes. (Attachment 10)  Senator Longbine moved, seconded by Senator Blasi, to adopt the proposed amendment.  Motion carries.

Jason Long passed out a balloon amendment regarding precinct committee persons, and explained the changes. (Attachment 11)  Senator Blasi moved, seconded by Senator Ryckman, to adopt the proposed amendment.  Motion carries.

Jason Long passed out a balloon amendment regarding write-in affidavits and explained the changes. (Attachment 12)  Senator Longbine moved, Senator Blasi seconded, to adopt the proposed amendment.  Motion carries.

With no more time available, the Chairman adjourned the meeting at 1:15 pm.
