Directing political parties to have procedures for the selection of presidential electors.

Jason Long, Office of Revisor of Statutes, gave an overview of the bill.  He stated the bill makes amendments to election statutes regarding the selection of presidential electors. The bill would require recognized political parties to adopt procedures for the selection of presidential electors, and to follow those procedures.  It also makes amendments to clarify how the names of the presidential electors are certified to the Secretary of State.  (Attachment 1)

Following questions of the revisor, the Chairman called for proponent testimony.

Proponent Oral Testimony

Clay Barker, Assistant Deputy Secretary of State, spoke as a proponent of the bill.   He stated the bill came about because the federal government enacted the new Electoral Count Reform and Presidential Transition Improvement Act, and this bill is necessary to fix three items, which he explained.  He said the provisions are necessary to update state law before the 2024 presidential election.  (Attachment 2)

The was no opponent, nor neutral testimony.

After a period of questions and answers, the Chairman closed the hearing on HB2087.
