Chairperson Ryckman called for final action on HB 2279.
Tamera Lawrence with the Revisor of Statutes explained the bill.
Senator Peck commented that the chief engineer was mentioned often in the bill and asked who is this person and how is this person selected. Tamera said that the chief engineer is selected by the Kansas Secretary of Agriculture.
Senator Francisco introduced an amendment which she explained.(Attachment 2)
Committee members had many questions concerning the proposed amendment. A few of these included who does the audit of Groundwater Management Districts, what is considered high usage of water, and what happens to the reports once they are submitted. Senator Doll stated that he did not wish to vote on this amendment today because there was too much information to digest and committee members might need a day to consider it before voting.
Senator Straub moved to table the amendment . Motion failed due to lack of a second.
Chairperson Ryckman announced that the committee would consider amendments and take final action on HB2279 at the March 20 meeting and adjourned the meeting at 9:30.
