Senator McGinn moved and Senator Francisco seconded the approval of the revisor technical amendment mentioned in the revisor recap of HB2302 be adopted. Motion carried.
Senator Fagg proposed a balloon amendment that would provide $52,000,000 to pay off the Milford and Perry reservoir debt and remove the $15,000,000 reservoir debt payments from page 1 of the bill.(Attachment 2)
Senator Fagg moved and Senator Straub seconded to approve the balloon amendment. Motion carried.
Senator Fagg introduced a balloon amendment that would remove the sales tax and provide $45,000,000 from the State General Fund in the first year and a statement that the legislature intends to provide $60,000,000 in the next four fiscal years.(Attachment 3)
There was considerable discussion among committee members about the wisdom of replacing the sales tax money with money in the General Fund. What was the guarantee that the money might be swept and used for something else. Some members felt that the sales tax works well and there is no need to change.
Senator Fagg moved and Senator Peck seconded to approve the balloon amendment. Motion failed.
Senator Peck proposed an balloon amendment that would require excess money from the water technical assistance fund and the water projects grant fund to go to the State General Fund.(Attachment 4)

Senator Doll introduced a balloon amendment that would allow stockwatering fee money in the State Water Plan Fund to be expended for stockwtering projects.(Attachment5)
Senator Doll moved and Senator Francisco seconded to approve the balloon amendment. Motion carried.
Senator Francisco offered a balloon amendment that would allow at least $1,000,000 be used by Groundwater Management Districts in the creation of their action plans and identification of high priority areas.(Attachment 6)
Senator Francisco moved and Senator Peck seconded to approve the balloon amendment. Motion failed.
Senator Francisco proposed a balloon amendment that would allow certain unincorporated areas to apply for grants from the Water Projects Grand Fund.(Attachment 7)
Since the allotted time for the meeting had expired, committee members agreed to resume final action of HB2305 at the next committee meeting.
Chairperson Ryckman adjourned the meeting at 9:30.
