Chairperson Proctor reopened the hearing on HB 2312.
Assistant Revisor, Mike Heim, was asked to do an overview of the bill. Mr. Heim answered questions from the Committee members.
Joan Wagnon, Former State Representative, District #55, was introduced by Chairperson Proctor as a proponent of HB 2312. Ms. Wagnon stated in her testimony that she was in full support of this proposed change to the campaign finance act, particularly after some recent experiences where state party treasurers in years past have found themselves in violation of the act, an experience that was both humiliating and potentially very expensive. (Attachment 1) Ms. Wagnon also presented a letter from Matt Watkins who was the treasurer of the Kansas Democratic Party while she was state chair. (Attachment 2)
Ms. Wagnon stood for questions and urged passage of the bill.
Discussion took place.
There were no other proponents, opponents or neutrals to offer testimony.
Chairperson Proctor stated he was going to ask the Revisor to write amendments to HB 2312 and if other Committee members wanted to present amendments to this bill to have them ready by next Tuesday.
Chairperson Proctor closed the hearing on HB 2312.
Announcements: Final action on HB 2312 next Tuesday and meeting on call of the chair on Thursday. An email will be sent if we meet on Thursday.
