Scott Abbott, Revisor of Statute, provided an overview of HB2452.

Mr. Abbott responded to questions from the committee.

Adam Proffitt, Acting Secretary, Department of Administration, provided testimony in support of HB2452 (Attachment 11). At the time the statute went into effect, the market for Long Term Care (LTC) insurance was robust with many insurers offering group and individual fans. Since then, the market for these products has changed significantly and today the number of insurers in this market is limited. The State Employee Health Plan (SEHP) has not had many bidders willing to offer group coverage in recent years. At this time there is only one vendor offering LTC group plans. With the bill, the SEHP will discontinue offering new LTC plans to employees. Employees currently with a plan will still be covered. The only difference is that the premiums will now be paid directly to the provider and not be part of a payroll deduction.
