Chair Hoheisel called for discussion and final action on SB 34, recognized David Wiese, Senior Assistant Revisor, who provided a review of SB 34. No questions
Chair Hoheisel announced that he would like to insert the contents of SB 37 into SB 34 and recognized Vice Chair Bill Clifford. Vice Chair Clifford announced that he has a conflict of interest with SB 37, removed himself from the committee table during any discussion and final action on SB 37, and abstain from any voting on this legislation.
Chair Hoheisel recognized David Wiese, Senior Assistant Revisor to provide an overview on SB 37. No questions.
Chair Hoheisel announced a balloon amendment, inserting the contents of SB 37 into SB 34 and requested David Wiese, Senior Assistant Revisor to explain the Hoheisel amendment. (Attachment4)
Chair Representative Nick Hoheisel moved to adopt the amendment, with latitude given to the Revisor's Office to make technical changes to section numbering throughout the bill, seconded by Representative Tory Marie Blew. The motion was passed on a voice vote.
Chair Hoheisel announced another balloon amendment on SB 34, recognized Representative Tory Marie Blew who explained the Blew amendment. (Attachment5) David Wiese, Senior Assistant Revisor further explained the Blew amendment.
A question was presented as to the number of cities in Kansas with population of 60,000 or more. Chair Hoheisel advised that Research would locate that information and provide to committee members. After the meeting, Melissa Renick, Assistant Director for Research, Research Department, issued an email to committee members and staff with Kansas cities with 60,000 population or more. (Attachment6) The population information was also posted to the Kansas Legislative website.
Representative Tory Marie Blew moved to adopt the amendment, seconded by Representative Tom Sawyer. The motion was passed on a voice vote.
Representative Tory Marie Blew made a motion to favorably pass SB 34 as amended. The motion was seconded by Representative Mike Dodson and passed on a voice vote.
