Chairwoman Warren opened hearing on SB283. Jason Thompson provided an overview of the bill and stood for questions (Attachment 9)
Charlie Dalton testified in support of SB283. He stated the problem of foreign land acquisition is an accelerating one. (Attachment 10)

Aaron M. Popelka spoke in opposition of SB283 as it is presented today. KLA supports the free market with minimal government intrusion. In our view this issue is best handled by the federal government and we would ask that you allow Congress to address this issue. Attachment 14)
Ashley Garr spoke in opposition of SB283. She stated SB283 is very broad and may have unintended consequences on our industry. She believes that the effects need to be studied further before any action. (Attachment 15)
John Donley, provided neutral testimony on SB283. He stated that the Kansas Farm Bureau has long supported private property rights and free markets. Putting restrictions on the ownership of real property is something that should be taken very seriously. (Attachment 16)
Josh Svaty provided neutral testimony on SB283. He stated that AFIDA exempted the oil and gas industry in 1978 as a matter of policy, APA submits that wind energy development is similar to the oil and gas industry as a wind lease, like an oil and gas lease, does not prohibit farming or ranching on the property. (Attachment 17)
