Kyle Kessler spoke as a proponent of HB2260. (Attachment 2) He stated that HB2260, would amend the Medical Student Loan Program in two very important ways; it would increase the number of residency spots available and it would allow students to switch their specialty to psychiatry. He added that the number of newly trained physicians willing to enter psychiatry hasn't kept pace with the growing demand for care and the recruitment rate into psychiatry has been flat for a couple of decades while the demand has gone up.
He took questions from committee members.

Will Warnes, Association of Community Mental Health Centers of Kansas (Attachment 3)
Rachelle Colombo, Kansas Medical Society (Attachment 4)
