Amending the act establishing the governmental ethics commission, relating to campaign finance, establishing a five-year statute of limitations for bringing actions before the commission, limiting the commission’s subpoena power, allowing respondents to transfer a hearing before the commission to a hearing officer under the office of administrative hearings and making other changes.

Chairperson Proctor requested a motion to pass out HB 2391 and called on Vice Chairperson, Paul Waggoner.
Representative Waggoner moved, seconded by Representative Bergquist, to pass out favorably HB 2391.
Representative Proctor moved, seconded by Representative Underhill, to amend HB 2391 with the Proposed Substitute for HB 2391 as presented. (Attachment 1)
Discussion ensued.
Motion passed.
