Short Title

Changing the required number of employees contained in the definitions of "large employer" and "small employer" for purposes of coverage for autism spectrum disorder.

Minutes Content for Wed, Mar 8, 2023

Chairman opened the hearing on SB24.

Eileen Ma, Revisor provided a briefing on the bill.(Attachment 8)

Proponents:

Eric Turek, Director of Government and Public Affairs, Kansas Insurance Department (Attachment 9)

This was a clean-up bill for the Kansas Insurance Department.  The bill reconciles the definition of "small group employer" for two statutes.  1)The General Insurance Statute, defined as 101 and up employees and 2) the Autism Statute that was brought in by the Affordable Health Care Act, defined as 51 and up employees.  The bill will bring the two statutes into sync with the definition of "small group employer" both being 51 and up employees.

The bill does not affect Kansans lives as the health insurance providers are currently providing this benefit for all 51+ employee groups.

Written:

Michael Wasmer, Chief Operating Officer, Council of Autism Service Providers (Attachment 10)
