Chairperson Smith opened the hearing for HB2421.
Adam Siebers, Revisor, provided an overview on HB2421 that provides a countywide sales tax authority for Grant County up to an additional 1.0 percent for the purpose of financing the construction or remodeling of a courthouse, jail, law enforcement center facility or other county administrative facility. (Attachment 1) Mr. Siebers stood for questions from Committee members.
The Department of Revenue indicates HB2421 would affect only local sales tax collections in Grant County and would have no fiscal effect on state revenues.
Proponents:
Marty Long, Grant County Commissioner, testified as a proponent for HB2421 stating their current jail was built in 1970 noting there are problems with plumbing, electrical and is not ADA compliant. Currently they do not have the ability to segregate maximum custody from minimum custody and to segregate women from general population. HB2421 would authorize the Board of County Commissioners of Grant County to submit to voters a question of imposing a countywide sales tax at a rate of 1.0 percent for the purpose of construction or remodeling the jail. The tax would sunset after all costs incurred in the financing of the jail has been paid. (Attachment 2) Mr. Long stood for questions from Committee members.
