Short Title
Abolishing the judicial council fund; transferring all moneys and liabilities of such fund to the state general fund; repealing the transfer of funds from docket fees to the judicial council fund; and transferring annually unencumbered funds from the publications fee fund to the state general fund.

Chairperson Billinger opened the hearing on HB 2184. David Wiese, Office of the Revisor of Statutes, provided an overview of the bill. (Attachment 1)
Nancy Strouse, Executive Director of the Kansas Judicial Council, testified in support of the bill as this would transfer funding of the Council from fee funds to State General Fund (SGF). For the first 65 years of its existence, the Council was funded with SGF. In the 1990s and early 2000s the Council funding was shifted to fee funds so they are now reliant on docket fees and publication sales, neither of which are reliable. Sales of hard copy books have dropped dramatically due to internet access and docket fees are also declining. They soon will be unable to function on these fees so this bill would provide the Council with a sufficient and stable funding source. Ms. Strouse responded to questions from Committee members.
