Chairperson Carpenter opened the hearing on SB116. The Revisor provided an overview on the bill.
Chairperson Carpenter recognized Representative Patrick Penn as a proponent of SB116 (Attachment 1). He stated that through this bill, the National Rifle Association (NRA) is providing its Gold Standard programming for firearm safety training for Kansas children and saving lives at no cost and negligible impact to the Kansas budget. The intent is to protect any other parent from experiencing the pain of losing a child due to a lack of training on the appropriate reaction when encountering a firearm. The language in this bill previously had bipartisan support, and it passed favorably out of both the House and Senate in past years. Questions were asked by Representatives Haswood, Sanders, Highberger, Hoye and Thomas.
Chairperson Carpenter noted that there was written proponent testimony from Moriah Day, Kansas State Rifle Association (Attachment 2), and written opponent testimony from Lauren Tice Miller, Kansas National Education Association (Attachment 3).
