Chairperson Longbine opened the meeting by greeting the members, staff, and guests. He opened the hearing on HB2284.
Eileen Ma, Assistant Revisor, Kansas Revisor of Statutes Office (ROS), presented a Memorandum brief on the bill and told members that this bill was passed unanimously in the House on February 21, 2023. (Attachment 1)
Oral Proponents:
Steve Hirsch, President, Kansas State Firefighters Association, Inc., testified virtually via Webex. He told the Committee that HB2284 is a technical clean-up bill that would enable all firefighters in the State to draw on their rightful COBRA coverage by adding "fire districts" to the list of entities defined as municipalities. Mr. Hirsch explained that this entity was erroneously omitted from the applicable COBRA statutes when they were drafted. (Attachment 2)
