Chairperson McGinn opened hearing on the HB 2082. Jason Long, Office of Revisor of Statues, gave a bill brief and answered questions from the committee.

Commissioner Jim Howell (Attachment 1) appeared before the committee as a proponent of the bill. He explained that this bill is not about proposing new taxes but instead enables the county to legally separate funds from the general fund as well as enable better transparency and accountability of finances as well as be in compliance with budgeting laws which requires money not to be comingled. This bill would allow for the the creation of three new funds for technology, to fight addiction, and for inspection code and enforcement. Counties currently lack the statutory authority to separate funds from the general fund but cities have the right to do so without legislative approval. Commissioner Howell stood for questions from the committee.

Jay Hall (Attachment 2) spoke in support of the bill on behalf of the Kansas Association of Counties. He clarified that the bill would not give counties constitutional home rule. It only gives counties permission to create two new funds and expand the use of one other one. There is no additional power attached to it. Mr. Hall stood for questions from the committee.
