Chairperson Bowers opened final action on SB63. Charles Reimer, staff revisor, reviewed the bill.
Senator Thompson distributed and explained the two parts to his balloon amendment, one in the red box and one in the blue box. (Attachment 1) Senator Thompson suggested the two parts of the balloon amendment be considered separately.
Senator Thompson moved, Senator Francisco seconded, to adopt the amendment in red that defines who resides in the same residence as the candidate. Discussion ensued. Senator Francisco withdrew her second. Senator Steffen seconded to adopt the balloon amendment in red. Motion carried.
Senator Thompson described the balloon amendment in the blue box. After some discussion, Senator Thompson proposed a conceptual amendment to state "during morning, afternoon or evening hours, but not to include overnight or residential care for more than two consecutive nights." Discussion continued. Mark Skoglund, Executive Director, Kansas Governmental Ethics Commission, answered questions from the Committee. With no motion being made, Senator Thompson withdrew his blue amendment and his conceptual amendment.
Senator Francisco distributed and explained a balloon amendment. (Attachment 2) Senator Francisco moved, Senator Haley seconded, to adopt the balloon amendment. Motion carried.
Senator Haley moved, Senator Francisco seconded, to recommend SB63 as amended, favorably for passage. Motion carried.
The meeting was adjourned at 10:03 a.m.
