Minutes for HB2232 - Committee on Taxation

Chairperson Smith opened the hearing for HB2232.

Adam Siebers, Revisor, presented an overview on HB2232 that will allow courses related to the administration of the assessment and tax laws of the state to be developed by the Department of Revenue's Director of Property Valuation. (Attachment 1)  Mr. Siebers stood for questions from Committee members.

David Harper, Kansas Department of Revenue, stated HB2232 has no direct impact on local or state revenues collected.

Proponents:

David Harper testified as a proponent for HB2232 that amends the education approval process for the Department of Revenue's Registered Mass Appraiser (RMA) designation.  The RMA is a designation specifically tailored towards the education and training necessary for those involved in appraisals and administration of the Kansas property tax system. (Attachment 2)  Mr. Harper stood for questions from Committee members.

Sean Robertson, Kansas County Appraisers Association, testified as a proponent for HB2232  that gives approval of education for the registered mass appraiser designation that includes both KREAB and PVD will ensure Kansas county appraisers have a grasp of both general appraisal principles and the Kansas ad valorem property tax system.  (Attachment 3) Mr. Robertson stood for questions from Committee members.

Jay Hall, Kansas Association of Counties, testified as a proponent for HB2232 noting the legislation is necessary because the Kansas Real Estate Appraisal Board, through no fault of its own, has been unable to develop and approve necessary courses for the mass appraisal designation since the 2021 Senate Substitute for HB2104. (Attachment 4)  Mr. Hall stood for questions from Committee members.
