Minutes for SB62 - Committee on Financial Institutions and Insurance

Short Title

Enacting the protect vulnerable adults from financial exploitation act, requiring reporting of instances of suspected financial exploitation under certain circumstances and providing civil and administrative immunity to individuals who make such reports.

SB62 was heard on February 15, 2023.  Senator Gossage requested a review of the bill from Eileen Ma, ROS.  Ms. Ma distributed an amendment.   (Attachment 2)    Senator Fagg told members that the amendment was vetted with the Kansas Insurance Department and other interested parties.  There was discussion among the members.  Senator Fagg moved the amendment, seconded by Senator Pittman.  The motion to amend carried.

 

There was considerable discussion following the passage of the amendment.  Several members expressed that the bill, as written, was too broad with too many vague terms.  The committee voiced that SB62 be held in the committee for further conversation and consideration, and, if possible, to have the bill blessed by an exempt committee.  Following the discussion, there was no final action or recommendation to pass SB62, as amended, to the full Senate.

 

Chairperson Longbine recognized Senator Gossage for a point of personal privilege.  The Senator introduced her guest today, Austin Chase, from Desoto, Kansas, who was acknowledged with applause.   The Chairperson told members that they they would begin hearing house bills at the next meeting following the turnaround break.

 

The meeting adjourned at 10:00 am.  The next scheduled meeting is Wednesday, March 1, 2023, at 9:30 am in Room 546-South of the Capitol.
