Minutes for SB217 - Committee on Judiciary

Short Title

Including the conduct of utilizing any electronic tracking system or acquiring tracking information to determine the targeted person’s location, movement or travel patterns in the crime of stalking when done as part of an unlawful course of conduct and authorizing orders to prohibit such conduct under the Kansas family law code, the revised Kansas code for care of children, the protection from abuse act and the protection from stalking, sexual assault or human trafficking act.

Chairwoman Warren withdrew the introduction of 3 bills:

  • 23rs0607 - Civil actions and limitations for childhood sexual abuse and childhood gender reassignment services
  • 23rs0608 - Extending the time for prosecution of childhood sexual abuse crimes
  • 23rs0911 - Appeals bill

Chairwoman Warren opened the hearing on SB217. Jason Thompson, Revisor's Office, provided an overview of the bill and stood for questions.(Attachment 1)

Ed Klumpp gave testimony in support of SB217. He stated in the past couple of years, the law enforcement associations have seen a growing trend of cases where tracking devices are used to stalk others. We believe this is a very important change to the statutes designed to protect victims of crime and persons suffering from domestic abuse.  (Attachment 2)
