Increasing the membership of the behavioral sciences regulatory board, decreasing the years of practice required for reciprocity licensure of certain professions, extending the license period for temporary licenses, establishing new license categories, providing additional continuing education requirements and requiring that clinical social work supervisors be approved by the board.

Kerri Mosinski, Chief Administrative Officer, Midland Care Connection, provided testimony in opposition to HB2340 (Attachment 12). Ms. Mosinski had a concern regarding the reciprocity between states. Her own unsuccessful attempt to get licensure after moving from Colorado was explained to the committee. Ms. Mosinski opposes the wording that requires LCSWs from another state must practice in Kansas for 3 years to be eligible for licensure. Other levels of social work only require one year. There is also opposition to the Board Approved Supervisor. It is already difficult to locate a LCSW to provide clinical supervision. It is a big ask to have a LCSW complete the additional hurdles for the pleasure of being a clinical supervisor.
