Chairperson Patton opened the hearing on HB2409. Natalie Scott (Attachment 4) provided an explanation of her Bill Brief.

Proponent

Ron Nelson (Attachment 5) explained enactment of the UPA (2017) with Kansas amendments would replace Kansas’ current piece-meal parentage act with a comprehensive and organized act. It would provide essential updates that are outlined in his testimony. Mr. Nelson stood for questions.

Libby Snyder (Attachment 6) stated the state of Kansas has a long history of enacting uniform acts, including the Uniform Commercial Code, the Uniform Anatomical Gifts Act, the Uniform Trade Secrets Act, and the Uniform Transfers to Minors Act, as well as others. The UPA (2017) clarifies and codifies different procedures for adjudicating parentage in different situations and for adjudicating competing claims of parentage. These clear yet robust provisions streamline the adjudication of parentage in various circumstances which helps save time and judicial resources. If passed, HB2409 will be an important step in modernizing parentage law in Kansas. Ms. Snyder asked the membership for their support to advance this important legislation and stood for questions.
